2007 12U Tournament Rules

 

 

Player Eligibility:

  1. Players cannot reach the age of 13 prior to April 30, 2008.
  2. All team players must belong to the same Youth Baseball Organization as the team that has entered the tournament.  NO AAU Teams.
  3. Violation of either Rule #1 or Rule #2 will result in forfeiture of all fees, and the team will be disqualified.
  4. Team rosters must be turned into the tournament director prior to the first game.  Copies of Birth Certificates must be made available upon request.
  5. No player may be added once the roster is turned in.
  6. Team rosters may consist of no more than 15 players.

 

Playing Rules:

  1. Coin toss will decide the home team.  The team traveling the furthest will call the toss.
  2. No balks!  The infield fly rule is played.
  3. Stealing home is permitted.
  4. Each team must have at least nine (9) players to you can finish with eight (8) due to illness or ejection.
  5. Free substitution, starter can re-enter the game.
  6. Each player will field at least two (2) innings, unless an injury occurs.
  7. Absolutely no jewelry, casts, or splints.
  8. Only official Little League bats are allowed (2¼”).
  9. Ten (10) run rule after four and a half (4½) innings.
  10. Blood rule – fifteen (15) minutes.  Blood on uniform – uniform must be removed.
  11. If illness occurs during the game, then the player removed from the game will be out the first time their place in the order comes up.  Subsequent at bats will be passed over.
  12. Any unnecessary contact or flagrant fouls can, at the discretion of the umpire, result in ejection during the game.
  13. No appeals.  Protest must be made at the time of the incident and done properly.
  14. Foul and abusive language is means for ejection.
  15. Throwing equipment and removing helmets while on base is means for ejection.
  16. No fake tags.
  17. No fake bunting and swinging away.  If the batter shows bunt and swings away, the play will be called dead and the batter will be out.  All runners will return to their bases.  Batters can show bunt but may not swing.
  18. No sliding headfirst into any bases.  Runner will be called out.  Runners may slide headfirst BACK to a base.
  19. When a runner leaves the base early, the team will be given one warning.  All subsequent violations will result in an out.
  20. Base runners must slide on close plays.  Base runners who avoid a tag by jumping over the fielder, etc. will be called out.  Intentionally running into a fielder will result in automatic disqualification.
  21. On overthrows to first and third base, the runners and batter get all the bases they can get.  If the ball goes over the fence or out of the confines of the playing field the runner will be awarded the base they are headed for only.
  22. No appeals on a missed base.  An automatic out will be called by the umpire.
  23. No metal spikes or track shoes.
  24. All games end fifteen (15) minutes before the scheduled start time of the next game, except for extra inning games and the Championship game.  Regulation games shall be six (6) innings. Official game – A game is official after 4 ½ innings. If the game is stopped before 4 ½ innings due to inclement weather, the game must be replayed from the start.
  25. Only first-basemen can use a first-basemen’s glove.
  26. Catchers must wear a full size catcher’s helmet, not a skullcap.
  27. Pitchers cannot have a batters glove on while pitching.  Also, the pitcher cannot have a white or gray glove.  Pitchers cannot have solid white wristbands or white sleeves on while pitching.
  28. Ground rules will be discussed before the game and remain consistent throughout the tournament.
  29. The umpires will use the unattached bag rule.
  30. Little League will bat the bench.
  31. The tournament committee reserves the right to shorten games due to inclement weather.
  32. The opposing manager will pick the MVP from the other team.
  33. Any team that forfeits any poll game will not be permitted to participate in the Championship Game.

 

 

 

PITCHING RULES

 

 

·         A pitcher can only pitch three (3) innings per game, and a maximum 12 for the tournament.  Delivery of a single pitch to a batter constitutes having pitched one (1) inning.

 

·         A player can pitch three (3) innings in back-to-back games (3 in each game).

 

·         A pitcher may not pitch more than six (6) innings in a day.

 

·         A player once removed, as a pitcher may not pitch again in the same game.

 

·         Three (3) hit batters by a pitcher in a game or two (2) hit batters in the same inning results in the pitcher being removed from pitching.  NOTE:  The withdrawal of an ineligible pitcher after that pitcher is announced, but before the ball is pitched, shall not be considered a violation.

 

·         Coaches must change their pitcher after their second defensive timeout in an inning.

 

·         Managers are urged to take precautions to prevent protests.  When a protest situation is imminent, the potential offender should be notified immediately.  Protests should be made before the next pitch.

 

·         Innings pitched in games declared no contest shall be charged against a pitcher’s eligibility for the tournament.

4.      Most Runs Scored

5.      Coin Toss

 

Reminders:

 

Managers and coaches are responsible for the conduct of their team and their fans.  No negative comments about opposing teams. Harassing of umpires, other teams or fans will NOT be tolerated.

 

1st Offense:  Team warning

2nd Offense:  Individual(s) will be asked to leave the ballpark

3rd Offense:  Team forfeits game
